The Internet Bill of Rights Workshop was held on 1 November 13:30 - 15:00 at the Davani Apollon Palace & Spa near Athens.
The workshop explored the concept of creating an Internet Bill of Rights to articulate the global rights and duties of Internet users from the viewpoint of the individual. The workshop focused on the process of creating such an instrument and addressed the following questions:
- What rights are fundamental to freedom in a digital world?
- What obligations are necessary to create a digital society based on rule of law and civil liberty?
- Who are the appropriate stake-holders in making policy determinations for the Internet and what is the role of government?
- How to negotiate between conflicting values in setting policy for the online environment?
- What special challenges and opportunities does the Internet provide in the quest for life, liberty, and the pursuit of happiness?

- Prof. Stefano Rodota, Former Head of the Council of European Data Protection Agencies
- Mr. Fiorello Cortiana, Italian Green Party and Milano Provincia
- Mr. Jose Murilo Junior, Brazil's Ministry of Culture
- Ms. Robin D. Gross, IP Justice Executive Director and Attorney
- Mr. Vittorio Bertola of ICANN's At-Large Advisory Committee will moderate the discussion.

Prof. David Casacuberta (Universitat Autonoma Barcelona) and Max Senges (Internet Governance Coordinator @ the Committee for a Democratic United Nations & Universitat Oberta de Catalunya) have written a Working Paper entitled: "Basic Considerations on the Governance of Cyberspace".The paper intends to highlight some fundamental "opportunities and dilemmas that arise from the metaphysical condition of cyberspace". According to the authors understanding, "cyberspace has evolved to a point where it is not advisable to continue to engage only in questions of specific practical regulation. Instead, it is prudent to develop a paramount normative constitutional declaration, embracing human rights and transposing them to the special conditions of cyberspace".
