French EUCD Implementation
May 5, 2003

              EUCD in France

France is considering national legislation that would implement the European Union Copyright Directive (EUCD) in France.  The EUCD outlaws bypassing controls on digital media (even if its your own CD or DVD) and outlaws making, distributing, or possessing tools capable of bypassing digital controls.  Based on the US Digital Millennium Copyright Act (DMCA) this ban also prohibits software and information that could help another to circumvent technological restrictions.  Besides eroding consumer rights to use digital media, this law is also harmful to innovation and competion since its illegal to build equipment that interoperates with proprietary systems in Europe now.
